The Tulsa WIB is seeking exceptional candidates for the position of Executive

POSITION TITLE: Executive Director
REPORTS TO: Board Chair; Board of Directors
SALARY RANGE: $60,000 to $90,000
POSITION SUMMARY:
Serves as the Executive Director accountable and responsible for overall leadership
and management of the Tulsa Area Workforce Investment Board, Inc (Workforce
Tulsa, WIB), a not-for-profit corporation. Communicates the WIB’s mission
and values within the integrated system and to the community-at-large and is
accountable for strategies and business plans which support the WIB’s
mission and maintain the financial viability of the agency. Works with the senior
management team of the integrated organization to offer high quality programs
that meet the needs of the job seekers and employers. Maintains a high profile
in the community related to potential employers, funding sources, and development
efforts. Represents the WIB to a wide array of external audiences. In this leadership
role, the Executive Director will be expected to proactively and openly express
opinions to the Board, make recommendations to the Board, and advise the Board
on WIB matters.
DUTIES AND RESPONSIBILITIES:
1. System Development and Strategic Planning:
Review, evolve and execute regional workforce development strategies. Pursue,
evaluate and recommend business and educational alliances, and strategic partnerships
to the WIB. Implement, coordinate and maintain a comprehensive and integrated
workforce development outreach strategy.
2. Operational and Financial Strategies:
a. Provide recommendations to the WIB to facilitate a comprehensive workforce plan for the four-county region. Implement, coordinate, and participate in a successful workforce plan within the local labor area designed to increase local citizen skills, training and per capita income within the area. Serve as a member and advisor to each of the WIB’s councils and committees. Initiate and maintain quality and continuous improvement principles / techniques within the workforce development system, including customer satisfaction/feedback mechanisms and process mapping to eliminate repetitive and duplicative efforts.
b. Assist in the development and implementation of an annual operational plan for the local workforce system, including budgeting, cost sharing negotiations and “capacity building” activities. Monitor information systems activity measurements related to the annual plan to meet budget guidelines and regulatory requirements. Eliminate unnecessary duplication of services in the labor market. Manage the local workforce development system.
c. Provide oversight and monitoring of program operations and service delivery strategies for service providers. Ensure WIB activities are carried out in a professional, efficient and effective manner, ensuring that the WIB and its agents are in compliance with the applicable regulations by monitoring all WIB programs.
d. Provide leadership in the financial development of the organization through grant-seeking, fundraising, and other resource and capacity building activities.
e. Ensure the development, maintenance and appropriate revision of organizational policies and procedures to achieve organizational goals, create best practices, and ensure compliance.
3. Relationship Building:
Collaborates and communicates with public and community agencies, business partners,
and the general public promoting the local workforce system. Develops and maintains
positive relationships with employers, job seekers and the community at large.
Maintains a high degree of visibility in the community representing the Agency
to various constituents in both public and private sectors.
4. Leadership:
Assembles a WIB staff and integrated systems organizational leadership team
and provides the staff and team with clear direction and performance expectations.
Regularly evaluates the performance of the management team. Ensures that necessary
policies and procedures are in place to allow for effective operation of the
WIB. Ensures that the WIB meets the standards of accrediting or regulatory bodies
in a manner which support the WIB’s commitment to quality of service.
Cultivates an environment which fosters goodwill, teamwork, and high morale
within the integrated system.
5. Other duties as assigned by the Board Chair or the CLEO.
WORKING CONDITIONS:
Work is performed in the Downtown Career Center, where consortium partners and
records are co-located with WIB staff. Working hours are generally between 8:00am
and 5:00pm Monday through Friday but may include evening hours and weekend days
and/or nights. Travel is required and will not exceed 20%, most travel is comprised
of day trips to various locations in Oklahoma.
QUALIFICATIONS:
Education: Graduation from an accredited college or university with a bachelor’s degree in business or public administration or closely related field or an equivalent combination of training and experience. A Master’s Degree is preferred.
Experience: A minimum of 5 years successful experience in management and leadership, administration, finance and operations. Some experience leading volunteer or non-profit organizations is strongly preferred.
Licenses and Certificates: This position may require possession of a valid
Oklahoma Class "D" Operator's License.

and diplomacy. The Executive Director will serve as the link between the Board
and the consortium partners with respect to the execution of their programs
in support of Workforce Tulsa goals and objectives. In particular, the incumbent
will demonstrate the following:

• Ability to interact effectively with the Chair and the Workforce Board, consortium partners and businesses to deliver workforce solutions.
• Ability to work collaboratively and cooperatively with contractors and consortium partners to resolve questions and issues about system performance.
• Ability to establish workforce development strategies and drive execution to provide workforce solutions for four-county region.
• Strong time management and organizational abilities.
• Proficient in contracting and procurement in a publicly funded and regulated environment.
• Knowledge of various laws, regulations, policies, and programs governing workforce development, including the Workforce Investment Act.
• Develop, coach and mentor staff.
• Able to demonstrate creative thinking and communication skills to address complex problems, develop effective solutions, and obtain “buy-in” from involved parties.
• Able to prepare and disseminate competent, comprehensive, and audience-appropriate reports; deliver clear and engaging verbal and visual reports and presentations.
• Proficient with basic office technology including Microsoft Office Suite.
• Proficient in planning and managing the operation of an organization or business
• Demonstrate timely and effective decision making.
